What do words 'Alba qu bra' represent for Scots people?

    Scotland for ever.

Since Alba is the old Latin name for Scotland and bra (are you sure you spelled that correctly?) bears a resemblance to the Irish gaelic 'bragh', I would suppose that it means 'Scotland for ever!' ('Erin go Bragh' means 'Ireland for Ever' and 'Cymru am byth' means 'Wales for ever'.)
