I have run this through Google and nothing remotely like this is coming up, so I would imagine that no, it isn't true. Most of the time when children are born with extra limbs, they are surgically removed in order for the person to live as normal a life as possible. I suppose it is possible that a there is a girl living with four arms, that for some medical reason they couldn't be removed, or haven't yet been removed, but I'm not finding anything about it.
