Highly debatable in a lot of cases. It's only sea level when the mountain reaches the sea. Everest is isolated from the sea by other mountains. I suppose the simplest test is where the ground starts to go noticeably up. Which leaves the problem of how noticeable is noticeable. This is why the heights are usually quoted as being from sea level, which doesn't vary much.
