Two optional ways they could get funds would be a state income tax and property taxes.

I am a native of Delaware, and the reason that Delaware is free of sales tax is the amount of legislations designed to protect business, which increases the revenue of the business. Because of Delaware's relatively low population, the state depends heavily on business. Because of their efforts to protect corporations, such companies as ING Direct and MBNA locate their headquarters in Delaware, thus increasing their income tax. Also, we pay a relatively high propery tax. Compared to most states, Delaware is very rich, possibly because of their half and half affiliation during the civil war and previous Gods of the dollar (i.e., DuPont). The actual profits made are very high as well, as many patrons come from not only Delaware, but neighboring Maryland, Pennsylvania and even lower New Jersey.
