Summer is generally taken to begin at the summer solstice. In the northern hemisphere this usually occurs on June 21, but may occasionally be on June 22.

Yes. And for Jewish religious purposes, the morning of the first day of Passover is the beginning of the summertime, when Jews stop praying for rain.
In the southern hemisphere, summer starts on the 22nd of December.

Here in Australia, summer "starts" on 1st December. The solstice comes 3 weeks later.

Traditionally, in western cultures, June 1st is the start of the meteorological summer in the northern hemisphere and December 1st in the southern hemisphere.
The astronomical summer begins with the summer solstice on June 21st or 22nd and December 21st or 22nd in the two hemispheres respectively.
In Chinese astronomy, the solstice is taken as the middle of the season, so their summer starts on May 6th.
The Hollywood summer movie season is also taken as starting in early May.
