If I'm not mistaken, the govorners and mayors of the states and cities that wish to have the superbowl, pitch their cities to the NFL in advance of the year that they will be chosen to have the Superbowl appear in their state. To attract the most attendance, the NFL usually chooses a warm location such as a southern state or if it is in a cold climate, they'll choose an indoor stadium.

The site is chosen many years in advance.
This is the first time that it has ever been held in Detroit, and either the first or second time that it has ever been held in a "cold climate".
