I would expect Norway, and judging by the figures I've found on the excellent CIA factbook site http://www.cia.gov/cia/publications/factbook/docs/profileguide.html I would be right. Oddly, population density doesn't seem to be one of the things listed, but as Norway is slightly bigger, but has only a small fraction of the population I feel sure it's right. Why would I expect it? I knew Norway had a small population, and I knew that most of it is barely habitable into the bargain. Italy has a largish population by comparison, and much more habitable land and population centres like the cities of the north (Milan, Turin and so on).
