Frank Lloyd Wright.
Mamah Cheney was his mistress, who died tragically and sensationally at Taliesin, Wright's estate in Wisconsin; Wright was given Froebel blocks to play with as a child, and they seem to have had a significant influence on his design principles (you can see a set in the spectacular playroom at the Wright Home and Studio in Oak Park, Illinois); "waterfall" refers to Wright's great design, Fallingwater, in Pennsylvania; and the Welsh motto, "Truth Against the Wind," is one that Wright adopted for his own.

I should add that Mamah Cheney was the wife of a client. Wright designed a house for Mamah and her husband Edwin in 1904, in Oak Park.

being very proud of his Welsh roots he had inscribed many of his buildings with the motto and a celtic symbol

You should visit Taliesin East in Spring Green, Wisconsin if you ever get a chance, mochyn. Wright's grandparents bought the land partly because it reminded them of Wales. It's quite beautiful.
