    It's used to make sure the treasurer doesn't draw all the money out. He/she has to have at least one other person to sign the cheque before the bank will accept it. (This means that they have to share the money when they escape to Brazil, thus being a deterrent to crime as the proceeds are reduced). Also used for other seriously secure things, like orders for execution, and getting a second bog roll out of stores in the same week as the first.
