What is the average length of time it takes for a British citizen to pass their driving test? (from the beginning of lessons, not from their 17th birthday)

An instructor was recently asked this, I seem to remember it averaged 10 lessons for younger drivers, and increased with age. If you have a lesson a week that would be ten weeks or so, increasing every decade roughly. Ten may be inaccurate but it's roughly the number I remember. I needed a lot more though...

I was told one hour of driving for every year of your age, so a twenty year old needed twenty hours behind the wheel. I went by that guide, I did all mine as lessons, no other practice. I passed at my first attempt, I was nineteen so had nineteen lessons.
