Well, the Cullinan I, also known as The Star of Africa, weighs 530 carats.

Carats refers to the weight of a gemstone, diamonds included. One carat is 200 milligrams, or 1/5 of a gram. Conceptually, there is no limit to the weight of a diamond and therefore the number of carats-- the bigger the diamond, the bigger the number of carats. In practice, the biggest diamond ever discovered was the Cullinan diamond, which weighed 3,106 carats. The largest cut stone to come out of that was the Cullinan I, at 530.2 carats.

Do you mean a rough diamond, or one you might buy in a fine jewelry store? Because when it comes to rough diamonds, the sky's the limit. And some famous cut diamonds are hundreds of carats in size.
If you scroll down to "Record-holding diamonds" on this site, you will see just how large rough and some famous cut diamonds can be:

24 comes in with gold purity. There the purity is expressed as the number of carats in 24 that are gold (the rest may be assumed to be copper). Thus 22 carat gold is 22 parts gold to 2 parts copper. Often shown now as K rather than Ct just to make things easier or to confuse people more. Take your pick.

Simply put. Only nature HAS (past tense) determined how large the largest Diamond is. It is now up to man to find it
