Well this question would seem to need further definition. Before radio, "Hits" could be on sheet music or Player Piano Rolls -- and even further in the past lyrics were sold on the streets of cities like London by intinerant lyric sellers.
Also, records existied before radio, but I don't no when they started keeping sales charts -- but I know Caruso was a big seller early on.
Further more, there used to be Cashbox Charts, Billboard Charts and maybe some other charts I don't know about. These are divided into categories -- Popular, Country, Urban Contempary etc.
Incidently, charts now are for airplay, not sales of singles.
