The EPA has ranked California and New York as having the dirtiest air in the United States which is understandable due to their population, followed by Oregon, New Jersey, and DC, why was Oregon on the list as there are many more populous states with more cars?

Seems a bit strange, but Oregon borders California and Pacific winds could carry some of California's dirty air to Oregon.
