How uncommon is it for cows to have twins year after year and not the same cow and not always the same bull?

1 in 4000 according to http://www.lifestyleblock.co.nz/articles/cattle/19_cattle_twins.htm if I understand your question right. Some cows are natural twinners, but by all accounts it's not a particularly sought after feature of cows. Various problems can result from induced twinning, and natural twins can be slow to develop.
