What are the steps to sending an IRC stamp? Do I put them on the envelope or do I put an American stamp on the envelope?

It's for radio people who often write to each other after exchanging dashes and dots over the airwaves, but it explains it very well. No, you don't put anything on the envelope. You send a coupon which the other person exchanges for stamps (or in the case of our Post Office, prints off a nasty looking thing with no value to a collector). An American stamp is only valid for posting in the USA and whatever colonies/territories/bases use American stamps. It covers postage to other coutries, but not from them. The Universal Postal Union (UPU) is an exchange mechanism whereby each member country carries incoming mail from foreign parts in exchange for its mail being carried elsewhere. (Not everywhere is in the UPU. Somaliland and Puntland aren't, so far as I know.)
