This is an ambiguous question because it is font dependant.

You could also argue against K because the lower case k has a slightly longer back.

I don't ever recollect seeing a lower case k without the leading stroke being taller.

I got 8:
Cc Oo Pp Ss Uu Vv Xx Zz
I based this on the way I form letters, I didnt include W because I write the lower case with curves on the bottom, an upside down m. I also write lower case U without a downstroke.

Trying to remember back to when I was taught how to print on the cave walls, I come up with only 6:
cosvxz
Our lower case w had points rather than being rounded, but the center peak only came up half to two-thirds of the way.
