Not since US President Teddy Roosevelt has a world leader been associated with judo or other martial arts. Roosevelt had been involved in both boxing and wrestling. After witnessing a demonstration of judo by Yoshiaka Yamashita against a wrestler at the White House, Roosevelt began studying the art under this teacher, eventually becoming the first American to achieve the rank of brown belt.

Good answer mementoflash. He's the man I was thinking of. Bonus points for finding out his rank! I'll disagree about no other world leaders though. One of the central asian countries(formerly soviet republics) new leader is a blackbelt in various martial arts including Sambo. He followed his father as leader. I think his father was murdered. The son even recruited his martial arts students to keep peace during the elections. I need some help with the country and leader's name. It's one of the stans countries. Tajikistan ...etc.
