I'd second Bowie -- but maybe Polk played the banjo? Definetly many mullets in the seventies way before Bestie boys and Billy Ray Cyrus!

Bowie did not have a true Mullet. No shave on the side and long on the top.

    Mullet (haircut)
The mullet is a type of haircut. It is relatively short on top, longer at the back (at least to the shoulders), with the ears exposed.

The mullet became popular in the 1970s (in part due to the influence of English pop star David Bowie), but is known to have been worn long before then. Urban legends have it dating back to 19th Century fishermen, who wore their hair long in the back to keep warm - hence the term mullet.
