"Der Pfeffersack" (plural "Pfeffersäcke") is a mildly derogatory but at the same time humorous word for a person who lives by trade. The nearest equivalent in English is "grocer" as used in "Private Eye's" nickname(s) for Edward Heath, "the Grocer" and "Grocer Heath".

Occasionally, some German nationalists liked to contrast German heroes with English "Pfeffersäcke". (Cf. Napoleon, "The English are a nation of shopkeepers" - where I've always assumed that "shopkeepers" was meant figuratively).

Some of those nationalists who glorified war regarded the elites of the major Hanseatic cities with deep suspicion.
