What is the difference between a member city of the Hanseatic League and a city with a principal or subsidiary Hanseatic Kontore (counting house)?

Some towns were of great importance to the Hanseatic interests mainly because of their local produce (Bergen, Novgorod) or because of their location and staple-rights (London, Bruges/ Antwerp). For various reasons they could not, or would not, be full members of the Hanseats. In some of these towns Hanseatic Kontore were established. Their main purpose was to guarantee that the Hanseatic interests were maintained throughout the whole year. All the Kontore followed essentially the same rules. Each Kontor was governed by Aldermen and a council. Discipline was rigid, with rules of celibacy and non-fraternization.
