It’s a Latin preposition meaning “about” or “around.” For example, Livy writes “circa quingentos Romanorum sociorumque” (“about five hundred of the Romans and their allies.”).
Livy seems to have been the first writer to use “circa” in this way: older authors used “ad” or “circiter.”
