The CIA Factbook makes it Moldova, with a gross domestic product per head of US$2,100. The next worst off is Serbia & Montenegro with US$2,700.
Wikipedia has a list showing GDP per head adjusted for purchasing power parity. On this list Moldova is also bottom of the European countries with US$2,374, but Serbia & Montenegro have a considerably higher figure of more than US$5,000.
All these figures should probably be treated with caution. For many countries, the GDP figure may be little more than guesswork. Purchasing power parity calculations tend to be based on the lifestyle of the more affluent western countries, and therefore give a misleading idea of the real standard of living in countries where this lifestyle is not the norm.
