    The Empress Catherine the Great of Russia was born Princess Sophia August Frederika of Anhalt-Zerbst. She was married to Peter III of Russia, and took the throne after the deposition and murder (probably by Orlov, her lover) of Peter.

    William III was Dutch-born, frodo, though half-English, because his mother was the sister of Charles II and James II.

    George III and IV (though not George I and II) were born in England.

    I imagine that many of the Israeli leaders were born outside the present borders of Israel. David ben Gurion was born in Poland and Golda Meir in the Ukraine.

    Quite a few kings of Poland were foreign born - the Luxembourg family ruled there at least once, and another came from Saxony. Then there were also the Bonapartes - Jerome in Westphalia, Joseph in Spain and Louis in the Netherlands. King Otto of Greece was, I think, Bavarian. Definitely from somewhere in Germany. So was his successor George. Haakon VII of Norway was Danish by birth. Henry II of England was born in France, as I recall - his father being the Count of Anjou. And Stephen who ruled before him was born in Blois. (According to http://www.timeref.com/hpr211.htm we nearly had a King Theobald!) Oh yes, another foreign one: Jean-Baptiste Bernadotte from France became Charles XIV of Sweden, and his dynasty still reigns there.

    Erskine Childers was President of the Republic of Ireland from 1973 to 1974, but was born in the UK. While President is a ceremonial post, he was quite popular due to the involvement of his father (of the same name) being prominent in the War of Independence.
