I can't find anything that nails this down to 46%...however, this question sounds like it could very well be the reading of the dreaded POLICY AND PROCEDURES MANUAL.

I was thinking it might be to keep their personal files current, such as updating resumes or deductions. Though I can well imagine not reading a policy manual that screams at me.

I couldn't find anything with that percentage, but I believe it might be set or reset their password

I'd have thought far more than 46% only set their passwords once - and far more than even that didn't read Policy and Procedures. At one place I worked, I reckon I was the only one to have read the whole thing - and that was because I had DTPed the **** thing!
