Norway is the Land of the Midnight Sun because Norway is so far north that at times there is sunlight in Norway at midnight, the same holds true for Alaska.

Midnight Sun: The midnight sun is a phenomenon occurring in latitudes north of the Arctic Circle and south of the Antarctic Circle where the sun is continuously visible for at least 24 hours once per year.

Rising Sun: Both Nippon and Nihon literally mean "the sun's origin", that is, where the sun originates, and are often translated as the "Land of the Rising Sun".

In Norway´s case I would say it is mainly tourist promotion: Most of the country is situated south of the Arctic circle and thus never sees the midnight sun.
