How does the Nova Scotia Duck-Tolling Retriever attract waterfowl?

The idea is that ducks will watch a preadator from the water and follow them as they proceed along the shore.
This way the hunter (then) or enviromentalist (now) lures the ducks into netting enabling wringing of neck (then) ringing of leg (now)
I have seen this demonstrated with a toller at Slimbridge Wildfowl Reserve near Gloucester UK
