What year did Ohio "officially" become a state?

Technically, Ohio did not "officially" become a state until 1953. This story is little known outside of Ohio (from whence I grew up) and while it might be on the internet somewhere, the story is as follows:
In the very early 1950's, Ohio was preparing for it's sesquicentennial celebration to take place in 1953. In preparation for this event, someone, no one knows whom, located the original 1803 paperwork showing Ohio became a state. Once it was found, it was discovered Ohio becoming a state was never ratified by Congress nor was it signed off on at the Congressional level.
The powers that be in the Ohio government rushed through paperwork to Congress and on August 7, 1953, Ohio was officially made a state by Congress, made retroactive to March 1, 1803.
