Is the United States more strict now for Visas after September 11, 2003?

Yes, actually since September 11, 2001 there have been tighter regulations. For instance,
"The requirement that all visa applicants have an interview, combined with increased security checks for applicants from some countries, and the introduction of the Sevis tracking system have all taken their toll on higher education enrollments..."
Business and Research are reporting similar declines.

I have a metal plate with twelve screws in my right Tibia. Prior to 9.11, I never set off any metal detector. Not at Court, Airport or Jail. Today I set off any metal detector leaving me with the unpleasant fortune of a stand up full body search. Always. This is a direct result of the events of 11SEPTEMBER2001.

I have a cochlear implant (with a titanium capsule in my head)... prior to Sept. 11, I could pretty much get by with a minimal effort to remove other metals from my body, but since Sept. 11, I have had to be very diligent in ensuring that all other metals (belt buckle, coins, batteries, pens, etc.) are stowed in my carry on in order for me to get through security without setting off the alarm...

... Also, when dropping people off (or picking them up) at the airport, it is no longer possible to go up to the departure (or arrival) gate unless you have a ticket to fly... Picker uppers and dropper offers have to wait outside the security zone (e.g. the baggage claim area)...
