The artist is, of course, Henri Rousseau, who was recognized by Picasso as a serious talent. I've never seen "The Simpsons," but apparently the painting "The Sleeping Gypsy" appears in the episode "Mom and Pop Art" (in which Jasper Johns participated as himself):
