As we discussed in a previous question, there are also some states with the death penalty that either have not used it in many years or have carried out only one or two executions over the course of decades.
When Connecticut, for example, executed someone last year, it was the first execution in that state for 45 years. Much soul-searching took place among Connecticut residents, and had the condemned man (a serial killer) not insisted that his lawyers cease their appeals, it is likely that he would still be alive.
