Why in some countries are local calls free? For example in Dubai and Hong Kong local calls are free.

When telephone service was new, every call was handled by an operator. The cost of providing the equipment and paying salaries to employees necessary to completing a call were passed on to the customer. As the network was built up and automation came in, service providers were able to include a "free" local calling area in the price of basic telephone service in order to attract more customers.

It's just one element of the pricing structure.
Until about 1956 every line in the UK had 200 free local calls per quarter, despite the fact that a fair number of exchanges were manual.

They're free in Canada, too. We pay only for long distance calls over and above the flat monthly rate which allows unlimited local calls.
