I saw a picture of a Burger King in Israel. It had the English letters Burger King as well as in Hebrew. Are all signs in Israel in Hebrew and English?

I don't know if all signs are in Hebrew and English. Most major road signs are. Restaurant names are shown in Hebrew, English, French, Italian, or whatever language they might be in (Burger King is an English name, so it's in English with some transliterations into Hebrew). Besides, some logos of international food chains, like the MacDonald's arch for example, are very hard to transliterate, so it's easier to keep them in their original languages.

On Israeli television stations there's also no dubbing of shows in other languages, as most viewers, when watching something in a language they don't understand, prefer subtitles. Many times the subtitles also double as captions for the hearing impaired and will appear in Hebrew, Arabic and/or Russian no matter what language is spoken on the show.

Most road signs are. As you can imagine, many are posted in duplicate but there are some holdouts.

I would think they'd have to be so Israeli and Americans alike can find out what the place(s) are.

Well, there's that to be considered. Israeli signs are more a remnant of British colonial days than anything else. In areas where the Arabic-speaking population is higher, the signs are also in Arabic.
