Normally a cathedral although there are exceptions - I recall Southampton being made a city by special proclamation.

I suppose early AFT errors should be corrected where spotted.
In the UK, an Anglican cathedral may once have helped a town's case but a town needs a royal charter to become a city. There are a few cities without cathedrals and towns that aren't cities that have one.
Elsewhere in Europe, there is no official demarcation between town and city except for a vague sense that highly populated towns are usually known as cities.
