The Deaf are those who are deaf.

It's a concept regarding 'cultural' semantics.
The lowercase deaf refers to the medical connection of the term. The capital Deaf is related to people who form a part in the 'Deaf Culture'. These people don't see their 'hearing' or lack-there-of as a disability or as something they are missing in order to live.
