I don“t know about the clubs, but Yugoslavia was banned from the European Championship in 1992 for political reasons. They were replaced by Denmark, who had not qualified. As we all know, the Danes won the championship.
After the Heysel tragedy in 1985 the UEFA banned English clubs from its tournaments for 5 years. Liverpool was banned for 6 years. One might argue that this was a harsh punishment, but after all this catastrophe was caused by the Liverpool fans.
