JERSEY G.O.P. HAILS REAGAN VISIT TODAY

President Reagan's decision to speak at the commencement exercises at Seton Hall University on Saturday is being viewed by New Jersey Republican leaders as a sign the President recognizes the importance of the state to his re-election, should he decide to seek a second term next year. The visit to the Catholic college, in South Orange, will also focus attention on the two men who could play a leading role in a reelection effort - Governor Kean and Secretary of Labor Raymond J. Donovan, who was Mr. Reagan's New Jersey campaign chairman in 1980. The visit will also help a potential Reagan campaign because it will spark interest among party regulars, officials said. The two men have clashed over patronage during the last year, but people in both camps believe their differences will be resolved in time for the Presidential race in 1984 and Mr. Kean's re-election the next year.
