It is either the whole body of the people in a state, or a state in which the power lies with the people.

A commonwealth is a group of countries who govern themselves but have a head of state in another country: ie: The British Commonwealth has Queen Elizabeth II as the 'head of State' but each separate country has there own elected government with a Prime Minister and Governor General representing the monarch.

If your question was asked in reference to the United States, there are 4 states that are, in fact, NOT states but commonwealths. They are Virginia, Pennsylvania, Massachusetts, and Kentucky. A commonwealth is defined as a political unit, having a self-governing, autonomous, VOLUNTARY relationship with a larger political unit. When the country was forming these four commonweaths were already autonomous and self governing bodies. They allied themselves with the fledgling Continental Congress, as already formed soveriegn entities. They have slightly different laws and rules of evidence, their lawyers are barristers, and their judges are magistrates! They were never submitted and approved for statehood, because they were considered allies!!
