A stocking is a close-fitting, variously elastic garment covering the foot and lower part of the leg, but usually not intended to conceal the leg.
Tights are a type of leg coverings fabric extending from the waist to feet.

Stockings are leg coverings that are held up with the use of suspenders or garters. They were the only way that a common woman would wear leg coverings...until the invention of pantyhose in the 1960's. Many confuse stockings with stay up thigh highs, which have silicone or elastic at the top so they can be worn without the use of a garter or suspender.

In British English, the word "tights" signifies pantyhose, whereas American English uses this word only for thicker leg coverings, such as those worn by ballet dancers or men playing Robin Hood.
I've heard American women use the word "stockings" generically, to refer to any sheer leg covering, whether pantyhose, thigh highs, or stockings held up by garters. "Stockings" also used to refer to men's socks, but I haven't heard it used that way in the U.S. for years.

Tights are used for dresses most of the time and go on your feet to your waist like pants. They are also lighter than stockings. Stockings are ticker and do not go as far. Stockings can also be used for boys and girls, but not tights.
Stockings are not as long. They are about the length of knee highs. Tights are longer and got from your feet to your waist.
