Certainly it can. Adding a catalyst to hydrogen peroxide (H2O2) will produce oxygen (O2) and water (H2O). Oxygen is an element that is produced in this chemical reaction.

Even more so, a number of heavy elements have only been produced by aggressive "chemical" reactions, or throwing one elemental atom at another elemental atom, and hoping they'll stick together for a while.
Nobelium was created by throwing carbon atoms at curium atoms, for instance.
