No.
Construction began in 1967, less than a year after Walt Disney's death. The property opened on October 1, 1971, with the Magic Kingdom, and since has added Epcot, Disney-MGM Studios, and Disney's Animal Kingdom theme parks.

Walt Disney died on December 15, 1965, before the construction for WDW even started. It was thought that WDW would never be, but Roy O. Disney (Walt's brother) put off his retirement to finish Walt's dream. Planning began in 1967, while construction actually began in 1969, opening day was two years later on October 1, 1971.
