Jargon is specialised language used by experts to talk about their particular area of expertese. Computer experts use terms like RAM, bus, UART and so on, which may mean different things from the normal English meanings, or may not mean anything at all in normal English. Legal experts have a different set of jargon.
When people start using jargon in normal speech, it may be an attempt to exclude the listener, to imply they are cleverer than the listener, or may be just because the speaker doesn't realise that the listener doesn't understand the jargon.
