A.B. Webster was elected mayor of Dodge City in 1883, having come from Hays, Kansas. http://www.skyways.org/orgs/fordco/rath2/12.html
There is no e in Hays, by the way.

Excuse me...but, what am I missing here? A.B. Webster CAME from Hays, Kansas and was elected Mayor of Dodge City...Aren't we supposed to be looking for the MAYOR of Hays, Kansas???

Yes, I know. I'm just pointing out that the first poster (without a reference) has the wrong answer. And I'm giving a reference to this.

This seems a tricky one. I can find the current mayor (Wayne Billinger), and the 1952 and 53 mayors http://politicalgraveyard.com/geo/KS/ofc/hays.html but nothing else yet. Watch this space - I'm hoping for some more info soon....

There wasn't one as such. Hays has a 'City Commission' form of government, and 'In 1927 H. W. Oshant was the chairman of the City Commission. 1968 was the 1st year that that position is labeled "Mayor".' (Reference: Wayne Billinger - Mayor of Hays, 2006. Can't get everything off Google...) Oshant would have been about 71 when he was Chairman. Hays was quite a place in its early days, but is rather better behaved nowadays. WIld Bill Hickok was sherriff there for a time, Buffalo Bill and Calamity Jane lived there, George Custer was camped nearby, and the original Boot Hill was there (not in Dodge City). http://www.haysusa.com/html/history___trivia.html
