There is a view that Justinian (d. 565) deserves this designation, since he (or rather, his general Belisarius) did manage to reconquer Rome and parts of Italy from the Ostrogoths -- though only briefly:

Romulus Augustulus was the last emperor to rule over Rome 475 - 476 (last Emperor of the West)

Constantine XI Palaiologos up to 1453, who was the last emperor of Constantinople, and after the fall of the west, the Eastern emperors became the sole rulers once again (despite the pretensions of Charlemagne and the line of Holy Roman Emperors, who were not emperors, not Roman and certainly not holy).

Constantine XI Palaiologos was the last emperor of the Romans; the Eastern Emperors succeeded to the title after the end of the western line and continued almost 1000 years until 1453 when Constantine died in battle defending doomed Constantinople. After which time the title was possibly taken by the Czars (Caesars) of Russia who spent some time later trying to get Constantinople back. A female line of Paleologi (Constantine's family name) married into the Russian royalty so there is some truth in this follow on. In which case the last Emperor was the last Czar, Nicholas.
