    What would it cost me as a publisher to mail a newspaper second class to the home of an annual subscriber residing in the county where it is printed according to the 1900 Old Farmer's Almanac?

    1 cent a pound

    The Mail Classification Act 1879 : newspapers were classified as 2nd class mail. The 1879 Act set it at 2 cents a pound. It was reduced to 1 cent a pound in 1885, and stayed at that rate until until 1917.

    That is only true for newspapers mailed outside the county. It was free within the county.
