Do regulations require that cabin lights are turned off when aircraft take off and land?

Again....I have not experienced this flight condition. On which airline did this occur?

Yes - FAA Regs require cabin lights off during take off and landing.

I've experienced this on numerous airlines, domestic and international. I believe I was told by several flight attendants from varying air carriers that this is a similar to the reason why all window shutters must be up at take off and landing as well.
Something to do with 9/11, a security measure, as both these options were part of a signalling device to people outside the aircraft.
A quick Google could probably find definate confirmation either true or otherwise, but it has definately been reinforced on many airlines I have travelled on in the past few years.

In Europe, it has always been standard procedure to turn off cabin lights on take-off and landing, certainly since the late 1970s and possibly earlier.

Lights are normally dimmed when taking off or landing during night hours. This is in case of an accident when the power is lost and is to help the passengers adjust to night vision quickly.
