    The Sahara Arabic Democratic Republic (also known as Western Sahara) har been occupied by Morocco since 1974. Still this "state" minted its own peseta coins in 1992. How could this happen, and did the coins ever circulate?

    Anyone can get coins minted. They don't have to be actually in possession of a territory. The coins are unlikely to have circulated except as a statement of intent and rebellion. Another example of this is the Fenian 'curency' produced in Victorian times by the Irish independence seekers. This was never put into everyday use, and served as publicity material.
