When re-entering the atmosphere there's a period of radio blackout. Does this occur when leaving the atmosphere, and if not, why not?

When space craft re-enter the atmosphere they are going at one hell of a lick...Mach 25 or more. This causes the air around the space craft to heat up and to ionise, causing the communications blackout. This does not happen on the way up because, by the time the craft leaves the atmosphere, it is not going anywhere near fast enough for this to happen.
