The following link concerns California Proposition 215, which went through lengthy efforts to eventually become law in California. While it doesn't provide for specific locations for marijuana use (obviously because it would cause a huge legal tangle), there is a noted case involving a medically entitled person smoking in a mall in Sacramento, a few years ago, and it was rejected by the DA's office as not worth pursuing.

As a side note "Parks" are regulated at diffrent levels from "City Parks" up to Federally controlled "National Parks" so rules may vary. Having been a California resident my entire life, I'm not aware of a State Law that bans smoking in "ALL" public parks across the board.
