I think the essence of surface water is that it is temporary, so only applies to puddles and such on land.

As opposed to groundwater - the stuff that lies below the water table, or underground streams or sheets of water. (There's a sheet flow under the area where I live - called the Ream - which flows from the Moss out to the beach. Thius is why you can find pools of comparatively fresh water on our beach; they're not left by the tide, they're fresh out of the sand.)
