That is a little boy by the name of Pink. The title character in the movie The Wall, when he was a child.
The scene is about his father going off to war and never returning.
The part was played by David Bingham.
This lack of a Father is the basis for the entire movie. A doting Mother who built "The Wall" (protective) too high then Pinks reaction to build it (an emotional one) even higher.
The rest falls into place in the typical "youth gone astray" scenario. But this scenario is one of extreme extremes.

Actually the character Pink is not shown in the movie saying these words. They are heard on the album however so it is a very safe assumption that it is Pink saying them.
